Map version 7.01+ : Activate your custom soundset in F9 menu, inside "Game Options" tab under "Announcer" label.
On older maps: You have to enable the announcer manually. Select your Circle of power, choose Game Options and click Announcer button. Then select the one you want to use further. Your choice is saved upon clicking, you don't have to do that every game.
